The European Union (EU) has lost clout against its main geopolitical rivals and alarm bells are ringing in European capitals. Leaders must now consider how to prepare the bloc to compete in a world where geopolitical tensions are rising. One possibility would be to take on more debt to strengthen Europe's industrial, technology and defense sectors.

As Bloomberg reports, the major challenges facing Europe have prompted some capitals to push for rapid implementation of long-held policy demands — such as bringing European markets together — and finding a way to raise more common bonds to boost industry and to spend defense.

Europe needs a paradigm shift

“Given the current geopolitical tensions as well as the increasingly forceful political actions of international partners and competitors,” an “urgent paradigm shift” is needed for Europe, according to the draft conclusions of the EU summit seen by Bloomberg.

European countries have stepped up their security and industrial efforts as leaders grow increasingly concerned about squandering remaining competitive advantages to American and Chinese companies. Wars near and far, the possibility of another Trump presidency and Europe's dependence on others for energy and essential materials are cause for concern.

EU members face major challenges

There is agreement that EU members face "big and very difficult challenges," said EU Council President Charles Michel , who is chairing the two-day summit that began on Wednesday. But some leaders at the meeting in Brussels expressed palpable impatience at the gap between the consensus and actual action commensurate with the challenges.

“Some kind of joint borrowing to finance a new European defense fund that will buy European equipment for common European security needs is a discussion that needs to be had now,” Greek Prime Minister Kyriakos Mitsotakis said last week as part of preparations for the summit.

Polish Prime Minister Donald Tusk last week called for a “revolution in attitudes.”

“Europe must become the strongest political entity in the world, as it has every opportunity to do so,” said Tusk, who held Michel’s post before returning to domestic politics.
