Chancellor Scholz is now trying again to demonstrate that he and Macron are pulling together - and wants to partially abolish the unanimity rules in the EU Council. But some countries are blocking this. In the run-up to Emmanuel Macron's three-day visit, Chancellor Olaf Scholz emphasized the close cooperation with the French president on a number of key EU projects. There is "a great deal of agreement that we must try to abolish this unanimity in the Council of European Heads of State and Government in some areas," Scholz said at a citizens' dialogue in Berlin. The EU would be more capable of taking action if the 27 EU governments only needed a two-thirds majority for decisions on foreign or tax policy, for example. "The good thing is that we can easily manage that," said Scholz. No treaty change is needed for that, "instead, it is enough if we agree once in the Council, unanimously, that from now on there should be a two-thirds majority," he added. However, countries like Hungary have so far rejected this. Scholz said that he had also formed an "alliance" with Macron to finally push through a functioning capital markets union in the EU. That sounds abstract, but it is crucial for financing investments in the EU. The EU must clearly catch up with the USA in this regard. The main aim is to ensure that money saved in Europe is invested more quickly and to a greater extent in EU countries. On Thursday, the Chancellor supported the French President's ideas to strengthen European defense capabilities - including nuclear capacities. CDU leader Friedrich Merz nevertheless spoke on ZDF of a "speechlessness between Germany and France." While there is no chemistry between Scholz and Macron, this is different between him and the French President, said the opposition leader. Macron on state visit President Macron arrived in Germany this afternoon for his three-day state visit. After his arrival at Berlin airport, Macron and Federal President Frank-Walter Steinmeier will attend the democracy festival to mark the 75th anniversary of the Basic Law. Macron will then be received with military honors at Bellevue Palace. Later in the afternoon, the two presidents will symbolically give the starting signal for the Franco-German sports summer, which will be marked by the European Football Championship in Germany and the Summer Olympics in France.
