'A new page in EU defence': First-ever live EU military exercise kicks off

Some 2,800 troops are this week taking part in the first-ever live European Union military exercise in a bid to boost the bloc's ability to respond faster to crises outside its borders.

"Today we are creating a new page in the EU defence," Josep Borrell, the EU's High representative, told reporters aboard the Juan Carlos I amphibious assault ship in Cadiz, Spain.

Recent events in the bloc's direct neighbourhood, including Russia's full-scale invasion of Ukraine and the deadly attack carried out by Hamas militants on Israel last week, "only show that as Europeans, we need to step up our security, and defence is part of our security", he added.

Thirty-one units including maritime, air, land, space and cyber assets from Austria, France, Hungary, Ireland, Italy, Malta, Portugal, Romania and host country Spain are taking part in the week-long military exercise.

They will, for instance, simulate an amphibious assault to secure a harbour.

Planning is already underway for the next rounds of exercises, with Germany expected to lead the second edition, scheduled for the second half of 2024.

Franco-German power grab finally ends in compromise

EU countries overcame a monthslong impasse in a proposed reform of the bloc electricity market on Tuesday.

EU countries at last resolved a monthslong feud over a reform of the bloc’s electricity market on Tuesday, ending a fierce standoff between France and Germany over the use of subsidies for clean energy projects.

The tug of war turned into a high-stakes political battle over economic competitiveness, risking an upending of EU plans to revamp its power market to turbocharge investment in green energy and slash consumer bills after last year’s energy crisis tied to Russia’s war in Ukraine.

Berlin's concern was that the new rules would allow France to skim huge profits from its mammoth nuclear fleet and redistribute these to its own industries, giving it a competitive edge. Paris insisted energy policy is a sovereign choice and the bloc benefits from its cheap — and clean — atomic-powered electricity.

The European Commission first presented the proposal in March amid pressure from EU capitals reeling from sky-high energy prices that came as Russia cut gas supplies to the bloc amid tensions with the bloc over its invasion of Kyiv.

Macron wants an ‘amorous,’ not ‘bureaucratic’ EU enlargement process

French President Emmanuel Macron during a visit to Albania on Tuesday said he wanted a more “amorous” than “bureaucratic” EU enlargement process in his bid to accelerate “the reunification of Europe.”

Macron took a swipe at the “cold and bureaucratic machinery” in Brussels, saying the process of joining the EU should be more political and less technical, involving economic investments during the accession talks and better political engagement with leaders of aspiring countries.

“We need to help with proofs of love. I hope that in the coming months we Europeans will find a way to reunite [our Continent],” he said alongside Albanian Prime Minister Edi Rama at a press conference.

Macron’s serenading in Tirana came several months after the French president signaled a French U-turn on enlargement, calling for the EU to grow and reform in the face of global instability.

Questioned about France’s decision to oppose the opening of the accession talks with Albania and North Macedonia in 2019, the French president said he was the “spoilsport” then because the system wasn’t “working properly.”

The Albanian prime minister also waxed lyrical about joining the EU but remained more prosaic, telling reporters that joining the bloc would take time because “you can’t drive a car before getting your driving licence.”
